Sargent & Lundy Serving as EPC Contractor for First-of-Its-Kind Carbon Capture Pilot System

Collaborative project will blueprint innovative decarbonization technology across the power sector

August 7, 2023 – Sargent & Lundy recently attended the unveiling of Project Enterprise, a groundbreaking carbon capture demonstration pilot system installed at the Los Medanos Energy Center, a gas-fired power station in Pittsburg, California. The firm was contracted to provide EPC services for the project.

Sargent & Lundy’s scope of work, which began in 2020, included the preliminary layout and cost estimates, procurement of initial project approvals, final detailed engineering, BOP equipment acquisition, and subcontract of the equipment installation contractor.

The 18-month pilot project features ION Clean Energy’s technology and could demonstrate a remarkable reduction in carbon emissions – projected to be at least 95% – in a cost-effective way. This project is a critical step towards applying this technology at full-scale on natural gas plants across the country and ultimately help utilities achieve their net zero carbon emission targets.

The firm worked closely with ION Clean Energy, Calpine, Graycor, and Koch Modular on this DOE-funded project to develop Project Enterprise from concept through installation and commissioning. The carbon capture pilot is based on technology developed by ION Clean Energy, a Colorado-based developer of sustainable solvent technologies, and was designed and ultimately shipped from Texas to California as a series of modules by Koch Modular. Sargent & Lundy provided engineering services to integrate the modules at LMEC, which is owned by Calpine, the nation’s largest generator of electricity from natural gas. Sargent & Lundy contracted Graycor to install the pilot system.

This project is instrumental in further demonstrating the viability of carbon capture technology in decarbonizing the power sector. This is the first project of this scale to capture flue gas directly from a natural gas-fired combined-cycle power plant, and it’s the first installation of an ION-specific design. The forthcoming pilot testing will not only provide proof of concept, but it will also generate important data for the industry.

Sargent & Lundy is an industry leader in carbon capture technologies with experience and capabilities for executing pilot- to commercial-scale projects, including feasibility studies, preliminary conceptual designs, front-end engineering and design (FEED) studies, plant integration planning, balance-of-plant (BOP) detailed designs, permitting support, and project and construction management. With industry-leading engineering experience, we work with a variety of clients such as ION Clean Energy and Calpine to support their long-term decarbonization goals and reach zero net-carbon emissions.
